Recently I Council attended a meeting in which two candidates tied. New Zealand election rules have been consulted and found that in the event of a tie a draw will decide the winner. This happened. However, a few weeks later, a proxy voting was discovered that had been submitted but are not counted. The candidate declared the winner on the night was below and the other was declared the winner. I tried to find the voting rules for the state what should happen in this case and if this is correct, but I can not find online not to mention the electoral rules of New Zealand that were used to determine the winner of the tie in the first proceeding. Help!

I think the time has passed for a recount for the draw the winner is the only winner for so long to count and I think it is several weeks
