minting coins

Is it true that minting a coin of lower denominations is costlier than its face value?
For example (to elaborate further for understanding) minting of a 25 pence coin is this expensive than 25 pence??
As these are metals I feel it must be expensive to mint them, this leaves a room for people to collect these coins and convert them to bars and resell to the government for minting again??
Truly don’t know all the particulars here
and especially with the coins there in the U K
But, I have read of late that here in the U S
it now takes more than a penny’s worth of copper
to make a penny and so they are seeing incidents
of people melting the suckers down for the copper !!
